Survey's Report on Real Situation of Preschool Children with Disabilities in Viet Nam (CEEC, January 2007)

As part of the ESD project titled "Developing a Model of Home-based Early Intervention for Children with Disabilities" under the ACCU-UNESCO Asia-Pacific Innovation Programme for ESD, a survey was conducted on the situation of preschool children with disabilities in Bac Quang district, Ha Giang province of Viet Nam.

Overview of Bac Quang district
Ha Giang is located 300km away from Hanoi at the highest latitute in Vietnam. It is surronded by Cao Bang, Tuyen Quang, Lao Cai, and Yen Bai. It shares a border with China in the north. Ha Giang Province is 7,884.3 sq km with more than 600,000 people comprising 22 ethnic groups including the Kinh, Tay, H'Mong, Dao, Nung, Cao Lan, Hoa, San Diu, and other groups. It has Ha Giang Town and nine districts including Bac Quang. It takes from 9 to 10 hours to travel between Hanoi and Bac Quang district by vehicles.

Among 106,215 population in Bac Quang, children at the age between 0 and 6 are 8,721. There are 21 communes and 2 towns in Bac Quang district. Beside a main highway, roads from the center of Bac Quang district to communes are mostly pathways in mountains where children have to walk 5 kilometers from their house to school. In general, socio-economic conditions and infrastructre in Bac Quang district are very poor.

Objectives of the Survey
Studying the real situation of children with disabilities (CwD) in 23 communes and towns of Bac Quang district, Ha Giang province is the first step to start the project of "Developing a model of home-based early intervention (EI) for CwD" at the age between 0 and 6 years old.

The objectives of the survey are:
-To study the real situation of how CwD from 0 to 6 years old are cared and educated in Bac Quang district, Ha Giang province;

-To study which kind of disabilities each child has, what his/her abilities and needs are;

-To study needs/expectations of parents, preschool teachers and managers in the implementation of care and education for CwD
