The ACCU-UNESCO Asia-Pacific ESD Programme was developed in response to the launch of the United Nations Decade of Education for Sustainable Development (UNDESD, 2005-2014) as an explicit model of activities that would promote education for sustainable development in the Asia-Pacific region. With the support of "UNESCO/Japan Funds-in-Trust for the Promotion of Education for Sustainable Development", the first round of the Programme consists of two sub-programmes, namely 1) institutional-based "COE Programme for ESD", and 2) project-based "Innovation Programme for ESD". The Asia/Pacific Cultural Centre for UNESCO (ACCU) was entrusted by UNESCO, lead agency of UNDESD, to undertake and oversee the Programme as its Secretariat.

In hopes of adapting this Programme to Asia-Pacific regional needs in a participatory manner, ACCU organized, jointly with UNESCO Bangkok, a Consultative Meeting (Tokyo, 6-7 December 2005) and a Joint Regional Seminar (Tokyo, 23-25 February 2006), inviting representatives of National Commissions for UNESCO as well as ESD experts from the Asia-Pacific region. These meetings provided a forum to exchange information about relevant on-going efforts in ESD, and contributed greatly towards finalizing the Prospecti of the ACCU-UNESCO Asia-Pacific ESD Programme. Following open calls for applications, the Programme received keen interest from the Asia-Pacific region in the first half of 2006. A selection panel of experts was set up to identify quality project proposals from ESD standpoints.

Under the ACCU-UNESCO Asia-Pacific COE Programme for ESD, five institutions that have good tracking records in ESD-related fields were appointed as Centre of Excellence (COE) in the fall of 2006 with a term of five years (2006-2010). As a catalyst for ESD, the five COEs are expected to identify, support and disseminate good ESD practices across the Asia-Pacific region by harnessing comparative advantages of respective organizations.

Under the ACCU-UNESCO Asia-Pacific Innovation Programme for ESD, ten community-based projects have been selected from ten countries in the Asia-Pacific region for the first round of two years (2006-2007). These projects, addressing various educational/development themes were selected against a set of core ESD criteria based on the International Implementation Scheme of the UNDESD.
