Objectives

• To submit to the Minister draft on legal documents, strategies, development long-term plan annually on preservation and promotion of cultural heritage; Submit to the Minister and obtain approval for introducing legal documents on preservation and promotion the values of cultural heritage.
• To organize the implementation, instruction and controlling to the implementation of legal documents, strategies, plan to preserve and promote the values of cultural heritage; Propaganda, dissemination, education and provision on activities on preserving and promoting values of cultural heritage.

Museum

Appraise proposal to establish national and specific museums for the Minister's approval; appraise and submit to the Minister for the decision within his jurisdiction of projects of construction and display and organizing activity of national and specific museums, provincial and municipal museums of provinces and cities reporting directly to the central government; Organizing the appraisal of the proposal for the Minister's consideration and approval under his jurisdiction about bringing relics, antiques, national precious objects abroad and coping of relics, antiques, national precious objects belonging to national museum, specific museum; instructing specific and professional activities of the museum; appraise and submit to the Minister for decision ranking and cancel the ranking of museums.

Monuments

Produce the proposal for the Minister to submit to Prime Minister for decision on ranking, cancellation the ranking of specific national relics and decision to propose to the UNESCO nomination of Viet Nam typical relics for consideration to be included in the list of world heritage; Appraise and submit to the Minister proposal for preserve, repair and restore national relics, special national relics and projects of reconstruction, building constructions outside the area of national relics and specific national relics preservation and this is being considered to have a possibility to affect negatively to relics pursuant to the regulation of legislation; Appraise and submit to the Minister for the decision of classification, cancellation of national relics' ranking; to instruct the activity of preservation and promotion of historical and cultural relics' value, sigh-seeing places. Appraise proposal designing preserving technique, repair and restore national relics, specific national relics; Appraise and submit to the Minister for the decision and permission of delivering relics, antiques, national precious objects and instructing the implementation; Submit to the Minister for promulgating regulations of procedure and application form of relics, antiques, national precious objects and instruct the implementation; Submit to the Minister for regulating conditions for individual selling relics, antiques, national treasures and instructing the implementation; Standing National Council appraises relics, antiques and national precious objects; instruction to using professional skills for Appraisal Council appraising relics and antiques and the Council regulates cost for the museums' relics and antiques.

Intangible cultural heritage

Establish the filling for the Minister submits to Prime Minister for the decision of United Nations Educational, Scientific and Cultural Organization's (UNESCO) proposal in considering the nomination of typical intangible cultural heritage of Viet Nam into the list of Masterpieces of Oral and Intangible Cultural Heritage of Humanity, World Living Human Treasure; to instruct activities of preserving and promoting values of intangible cultural heritage; Appraise and submit to the Minister for the decision in giving the permission for Vietnamese living in aboard, international organization and individual research and collect intangible cultural heritage in Viet Nam; submit to the Minister for the filling regulations of typical intangible cultural heritage, profiles for recognizing and honoring masters and artists who are recognized maintaining and contributing to preservation and dissemination of typical intangible cultural heritage and instruct to the implementing
