1999/12 Expanding NGO Involvement in Literacy for Women in Muslim Mindanao: The Philippines Experience PHILIPPINES

This three-year project involving Muslim women of Mindanao in functional literacy programmes aims at improving and strengthening the institutional capacities of NGOs engaged in the development of literacy programmes and activities.


1 Objectives The major development Objectives of the three-year project are to:
Increase functional literacy opportunities for Muslim women and girls;
Strengthen the capacities of local NGOs to plan, implement and evaluate female functional literacy programmes and activities;
Enhance cooperation and collaboration between government and NGOs on issues related to girls' and women's education; and
Develop training and learning materials.
2 Partners
Notre Dame Foundation for Charitable Activities Inc.
UNESCO, ACCU, IDA, and World Education Inc. provide financial and technical assistance for training and material development.
Several national and international NGOs and LRCs.
3 Input
Need-based and self-help training materials for literacy, post-literacy and income generation programmes for girls and women.
Women's saving and credit cooperatives for providing credit to small-scale community-based women entrepreneurs.
Guidance and counseling in the field of agriculture, farming, fishery and forestry.
4 Process
Working towards assisting, facilitating the institutional development and growth of Mindanao-based NGOs;
Forging alliances, linkages and Partnerships with both NGOs, the civil societies and the government institutions;
Conducting capacity building training workshops with the involvement of national and international experts;
Sharing resource of and with other agencies involved in literacy programmes of minority groups;
Assessing the NGOs' institutional capacities in planning and management, programme evaluation, coordination and networking with local organizations; and
Designing community-based educational and development programmes.
5 Output
Increased functional literacy opportunities for girls and women in Muslim Mindanao.
Improved the institutional capacities of regional and local NGOs in designing, implementing and evaluation of functional literacy programmes.
Trained literacy personnel from 19 partner organizations.
Expanded network with Partners to assess funding requirements for the successful programme implementation.
6 Strengths
Positive and supportive environment for influencing the sphere of national policies and education goals.
Inculcating among learners a feeling of self-reliance, confidence and elevating them into higher altitudes of efficiency better health, community participation and civic consciousness.
Well trained facilitators and volunteers.
Community-based/learner-based learning materials.
Guidance and counseling to participants.
Constant liaison with the community and locally elected representatives.
7 Weaknesses
Lack of sensitization and advocacy materials.
Absence of a well-defined and clear national policy and government involvement in the education of minority groups.
Difficult topography and terrain.
Lack of communication and transportation channels.
Limited income-generation programmes and activities for girls and women due to lack of resources and government policy.
Lack of diversified training programmes and teaching-learning materials.
