This community learning centre has been set up to raise the level of adult literacy, protect the degrading environment, conserve the soil from further erosion and to uplift the socio-economic condition of the inhabitants of Keo Kao village near Vientiane.



1 Objectives The main Objectives of the project are:
To build the capacity of the local community to solve its problems by the cooperative efforts of its members and the available resources;
To provide functional literacy, post-literacy and basic vocational/skill development training facilities to the community members;
To promote income generation activities within the community;
To empower women and other marginalized and disadvantaged groups;
To provide the reading room, meeting/training room facilities for the village committee; and
To provide second chance education facilities to drop outs.

3 Input
Awareness and sensitization by the judicious cooperation of the media.
Teaching-Learning materials.
Basic equipment for vocational/skill development courses.
4 Process The literacy and basic education courses are run in group of learners. The learners in each group attend courses organized through discussions by the target learners themselves. Most learning activities take place particularly during the religious holidays. Training courses are also organized in vocational and skill development for women in areas such as weaving, animal husbandry, farming, vegetable and fruit cultivation, health and hygiene, etc.
5 Output
Upgrading of educational status of the community.
Through its income-generation programme it has enhanced average monthly income of the community from US$ 26 in 1993 to more than US $ 150 in 1999.
Improved hygiene and sanitation in the village.
Total elimination of drug abuse in 1997.
Owing to its development programme, the village has been approved as the "cultural village".
6 Strengths
Strong coordination and support from the international agencies.
Inter-ministerial coordination and cooperation for the successful implementation of the programme and for controlling overlapping of activities and ffective and efficient use of limited resources.
Periodic evaluation of the programme for eventual adjustment in programme activities.
7 Weaknesses
Inadequate materials for vocational training and skills development.
Shortage of qualified and trained monitors.
Absence of a systematic mechanism of reporting and feed-back.
Absenteeism and dropouts.
