The evaluation report on the Community Learning Centres in Viet Nam reviews their administrative and organisational patterns and structures, and identifies the critical problems and issues facing these Community Learning Centres in Viet Nam.


1 Objectives The major objectives of the pilot project on promoting CLCs are:
To help villagers to increase their income through various training in agriculture, animal raising and introducing alternative income-generating activities;
To reduce illiteracy, maintain literacy and provide life-long learning opportunities for all people in the community by organising literacy, post-literacy, equivalency, and quality of life improvement program;
To provide information services through establishing and upgrading libraries; and
To preserve and enrich villagers' life through the promotion of socio-cultural and sporting activities.
2 Partners
UNESCO/ Bangkok as funding sponsor.
Government agencies.
3 Input
Continuing Education experts and supervisors from Central, provinces and district.
Training for CLC Management staff.
Seminar on the concepts and functions for CLC representatives.
Training courses for volunteer teachers and instructors.
4 Process
Setting up of a management structure at all levels: Central Project Committee (5 persons), District Project Unit (3 persons) and project officer at commune level (2 persons).
Regular reports/feedback, field visits.
5 Output
The communities became more self-reliant in education.
6 Strengths
Close collaboration with the local authorities.
Active project officers at all levels.
CLC as an effective tool to provide Education for All.
7 Weaknesses
Lack of experience among the local people in managing multi-purpose centers as CLCs.
Limited access for all people to participate in CLC activities.
Tendency of people to rely on the government.
Inadequate quantity and quality of library collections.
Ineffective linkages between CLCs and other development sectors.
Financial sustainability.
