The paper starts with a brief conceptualization of a learning society and lifelong learning. It emphasizes the importance of purposive and directed learning where each individual has set objectives. The programme has shown tangible results in geographical areas characterized with high and wide spread illiteracy. The learning strategy has also proved successful in retaining literacy skills and preventing learners from relapsing again to illiteracy and ignorance. The programme relies totally on participatory approach to learning.

1 Objectives The general objective of the innovative approach is to create a learning society where every member of the community becomes an agent of the development and endeavours for the betterment of his/her own quality of life. However, the specific objectives of the project are:
To organize non-formal learning and training to adults and youth who have completed basic literacy courses for promoting a culture of lifelong learning and development;
To set up community libraries with sufficient and relevant reading materials, magazines and newspapers for providing further learning opportunities and knowledge of major national events, problems and issues; and
To provide a common platform for bringing communities, NGOs and government representatives for rigorous debate and discussions on community development and other areas of immediate interest.

Learner-friendly reading and learning materials.
Qualified and trained teachers and facilitators.
Advocacy and campaign kits.
Equipment for village libraries and for income-generation projects.
Indigenous games and sports.
Locally-tailored projects on small-scale enterprise.
4 Process A variety of teaching-learning materials, including literacy primers, games, charts, stickers and audio-visual aids are used in the learning process. In addition to these materials a newsletter is issued monthly and wall-paper magazine specially designed for neo-literates is supplied. The traditional way of learning is combined and enhanced by modern media, such as radio, television and exchanges of ideas and experiences. Training workshops, seminars and meetings were organized for making learning more effective and attractive.
