This programme is designed to provide community based literacy training to out-of-school children, youth and adults of disadvantaged and socially marginalized groups. For meeting their learning needs the programme emphasizes particularly the integrated approach of basic reading, writing, computing and daily life skills for poverty alleviation.



1 Objectives The general objective of the project is to engage youth and adults in setting up of self-help programmes and community development activities. Its specific objectives are:
To reduce the adult illiteracy rate from the current level of 6.5 per cent to 2 per cent;
To set up a grassroots-level mechanism supportive of the socio-economic and learning needs of the socially marginalized and disadvantaged population groups;
To expand the outreach and effectiveness of community-based non-formal education programmes by strengthening the delivery system at the local level;
To strengthen the monitoring, evaluation and research capacities of the Bureau of Non-Formal Department of Education;
To mobilize the community and promote networking of the local organizations.

Bureau of Non-Formal Department of Education (BNDE), Ministry of Education, Culture and Sports.
3 Input
Technical assistance and counseling to learners for learning and designing self-help and income-generation programme;
Literacy readers and other relevant post-literacy materials.;
4 Process
Literacy service contracts with competent local NGOs, institutions of higher learning and private bodies;
Organizes regular surveys to assess the magnitude of the illiterate out-of-school youth and their learning needs;
Locally tailored modalities and learner-based teaching-learning methods.
5 Output
Better educated youth and adults hitherto unable to attend the formal system;
Self-sustained community development.
6 Strengths
Conducive environment for participation in literacy programmes;
Inculcating among learners the sense of self-reliance, empowering girls and women; building confidence and elevating them to become responsible citizen;
Sufficiently qualified facilitators and volunteers.
Systematic and regular guidance and counseling to participants.
Development-cum-community oriented and learnersˇÕ-based learning materials;
Systematic planning, monitoring and evaluation through empirical research;
Constant liaison with the community and locally elected representatives.
7 Weaknesses
Lack of advocacy materials;
Lack of follow-up for post-literacy materials.
