2000/03 Project EASE - Effective and Affordable Secondary Education PHILIPPINES

The project is implemented with a view of providing secondary level education to children and youth, who cannot afford to attend schools regularly or do not register as a consequence of a mix of socio-economic reasons beyond their control.



1 Objectives The general objective of this project is to design and develop an alternative learning opportunity for children and youth belonging to disadvantaged and marginalized population groups. It also caters for the educational needs of all those who believe that conventional delivery modes as too slow, boring and monotonous. The specific objectives are as follows:
To improve the effectiveness and efficiency of the instructional delivery system of the secondary schools;
To extend the benefits of secondary education to a greater population including the out-of-school children and youth and adults than is presently covered by the conventional school system; and
To develop a competency-based, environment-oriented curriculum inculcating among the learners knowledge, skills, and attitudes necessary for their active participation as economically productive, service oriented, law-abiding citizens.

Student Guides for every lesson in each subject.
Screening tests for the selection of students in the programme.
Implementation Manual for the Pilot School.
Complete set of textbooks to students.
4 Process The processes involved on how to install and operate the project in a secondary school are:
Assignment of responsibilities to class advisers and subject teachers;
Selection and determination of lessons to be studies;
Negotiating with the parents/guardians;
Use of from on study contract;
Scheduling of regular meetings with students;
Home/community tutoring and self-tests; and
Skill improvement training courses for teachers.

Reduced drop-out rates.
Better educated and equipped secondary graduates
6 Strengths
Relevance of objectives to the social and economic context of the community served
An integrated system approach - input-process-output.
Teachers' commitment and participation.
Cost-effective.
7 Weaknesses
Administrative - frequent delays in implementation.
Difficulty of maintaining regular contact with students' parents to negotiate the learning contract.
Shortage of textbooks and reading materials.
