| 3. Definition of literacy |
| Minimum literacy standards of individuals are 1500 characters recognition for a rural inhabitants; 2000 characters recognition for a worker or staff member employed by an enterprise or institution or for an urban inhabitant. Besides, a neo-literate should be able read easy popular papers and magazines and essays, to be able to keep simple accounts, and to be able to write simple and applications-oriented essays. |
