5. Definition of literacy
Those who are able to read and write a simple text in Persian or any other language regardless of holding any official certificate or not, maybe considered literates. All pupils including first graders in primary education and those attending literacy programes of the Literacy Movement Organization (LMO) are also considered literates.

6. Literacy target
Eradication of illiteracy in age-group 10-40.
