For quality literacy programmes, qualified personnel are indispensable at every stage from planning to evaluation. ACCU has been providing the following training opportunities with special emphasis on material development and computer use in literacy programmes:
(1) Regional Workshop on Preparation of Literacy Follow-up Materials in Asia and the Pacific;
(2) Sub-Regional Workshops on the Development of Basic Literacy Learning Materials;
(3) National Workshops in the Member States; and
(4) Capacity Building Workshops for Literacy Resource Centres (LRC).

(1) Regional Workshop for NFE Personnel.
Qualified personnel in materials development are much needed in the field of literacy. In response to this great demand, ACCU has been holding annual regional workshops for specialists in literacy materials production since 1983, with the main objective of providing the participants with training experience in developing innovative and effective learning materials for neo-literates.

In the regional workshops, each of which has a specific topic in themes and target learners. More than 500 key material developers from 21countries were trained. As a follow-up, participants conduct follow-up workshops with a number of experts in their countries to share the experience of the Regional Workshop.

(2) Sub-Regional Workshop on the Development of Basic Literacy Learning Materials
To develop effective basic literacy learning materials including basic literacy primer, teacher's guide and supplementary materials in the participating countries, ACCU organised five Sub-Regional Workshops with financial support from the Japanese Fund-in-Trust for the Promotion of Literacy of UNESCO PROAP.

The participating countries are encouraged to set up follow-up programmes to develop innovative basic literacy learning materials with technical support and subsidy by ACCU and UNESCO PROAP.

(3) National Workshops in the Member States
To provide training experiences for more literacy personnel on more relevant topic in respective countries, ACCU started in 1986 a programme whereby international mobile teams of experts are sent to support national workshops organised by the respective countries. Participants from governmental sectors and non-governmental sectors from national to provincial levels have attended these workshops which are planned to meet the national priority on literacy and non-formal education.

(4) Capacity Building Workshops for Literacy Resource Centres (LRC)

ACCU organises the Capacity Building Workshop for Literacy Resource Centres for Girls and Women in Asia and the Pacific every year to provide training for the personnel of LRCs. 2002 Capacity Building Workshop for LRCs was jointly organised by ACCU and Studio Driya Media (SDM) in Bandung, Indonesia, from 22 January to 2 February 2002, under the ACCU International Exchange Programme under the UNESCO/Japan Funds-in-Trust for the Promotion of International Cooperation and Mutual Understanding.

The workshop was attended by 25 representatives of 12 LRCs, 1 Japanese delegate and 5 resource persons, providing training to LRC personnel in the use of ICT in monitoring NFE programmes (MANGO and NFE-MIS software) and capacity building of community learning centres. As a follow-up to this Workshop, the participating LRCs are organising a local-level training workshop and completing what they started to develop during the Workshop.
