Genesis of CEFA and NRC-NFE
The Center for Education for All (CEFA) was established in 1992 to improve the efficiency and effectiveness of the education system by providing basic education to all children, youth and adults, especially to those who are out of school.

Similarly the National Resource Center for Non-Formal Education (NRC-NFE) was established in 1995 to improve literacy and non-formal education by making them relevant and functional to learners.  Both the organizations share the same vision and mission thus they work closely to complement each other’s work.

In 1995, the NRC-NFE and ACCU have signed agreement to set up Literacy Resource Center. Therefore NRC-NFE/CEFA also works as LRC for girls and Women.

Vision and Mission 
  1. Human  development is the end and means of development. Education is a basic ingredient  of human development.
  2. Educational opportunity should be easily available for all. But education should be both relevant and of a high quality. 
  3. Special measures should be taken to provide education for the excluded and the disadvantaged sectors of society.
  4. Education should not be equated with schooling. Education can be provided at any place, time and through various means. Both formal and non-formal education should receive equal emphasis. Education should be flexible, comprehensive and cost effective. 
  5. Education and development should go hand in hand. Whatever people learn should be applicable in practice.
  6. Modern and scientific media should be harnessed for education.

 
Objectives of CEFA
Objectives of NRC-NFE
  1. Undertake action research to develop innovative approaches in basic education both formal and non-formal education.
  2. Conduct survey research to explore causes of educational problems.
  3. Provide consultancy services to the government and NGOs on education programs such as planning and management of basic and primary education, secondary education and skills training.
  4. Conduct training of teachers, supervisors, planners, managers and CLC trainers. 
  5. Design and application of the assessment and evaluation of projects and programs.
 
  1. To conduct survey, research and study of needs of various groups of people and to develop relevant and development oriented education activities including Non Formal Primary Education, Literacy and Continuing Education (CE) . 
  2. To develop need based curriculum and teaching / learning materials suited to various types of formal and non formal education programs in Nepal.
  3. To conduct personnel training for NFE workers such as instructors, supervisors and organizers and to develop training manuals to be used in the field.
  4. High level training and orientation will be organized through seminars, workshops and conferences for the people in leadership positions.
  5. To form education network of organizations and institutions working in the field of NFE and rural development in order to share experiences, expertise and information and to develop joint development programmes.
  6. To implement community learning and development system (CLDS), to empower local people to plan and implement local development activities through community learning centers (CLCs). 
  7. To conduct monitoring and evaluation of all education activities and to develop participatory monitoring and evaluation method.
