Curriculum Development
 

National Curriculum
NRC-NFE and CEFA have worked as pioneers for the preparation of the National Literacy and  Non-Formal Education Curriculum. NRC-NFE and CEFA developed a curriculum adapting UNESCO’s APPEAL approach. Finally, the Government’s National Council of Non- Formal Education agreed to adopt the curriculum and implemented it all over the country. This is how Nepal developed  a “National NFE Curriculum” since 1997.

Local Curriculum
We strongly believe that the National NFE Curriculum should be adapted to suit local situation. If the Government tried to implement the National NFE Curriculum uniformly all over the country, it will not be relevant to varied situation prevailing in different parts of the country. Therefore development of local curriculum is a process of making it locally relevant. NRC-NFE and CEFA has developed a process for local curriculum development adapting the National Non formal Education. The process has been included in the " Guide book for Training of Literacy Personnel"

Development of Training Manuals

It is said that the education system cannot rise beyond the level of its teachers and instructors. Therefore, the training of instructors and teachers is a top priority.

In order to effectively and efficiently conduct training of literacy and non-formal education instructors, guidebooks for the training of literacy personnel and for the training of continuing educational personnel were developed. These guidebooks incorporated the main concepts of the APPEAL Training Materials for Literacy Personnel  ATLP and the Appeal Training Material  for Training  of  Continuing Education Personnel ATLP-CE  published by UNESCO. To accompany the guidebook for training of literacy personnel three teacher’s guides were also developed. The titles of the guidebooks and intended trainees groups are given below.

Training Continuing Education Personnel
Training of  Continuing Education Personnel
In Nepal, different government agencies, NGOs and INGOs have been conducting continuing education programs for quite sometime. These organizations requested to provide training to continuing education personnel. In response, NRC-NFE/CEFA organized three training workshops for continuing education personnel in different parts of the country in 1998/99. The main objectives of the training workshops were:
1. To discuss the concept of Continuing Education (CE)
2. To develop knowledge, skill and attitude on planning and management
3. To establish and operate CLCs for implementation of CE programs for rural development
4. To prepare the  follow-up program.

The training workshops were conducted in the following dates and regions .

Facilitator’s / Supervisor’s Training
The center has organized an orientation program for facilitators and supervisors on the principles of non-formal education; the differences between formal and non-formal education; and the differences between andragogy and pedagogy.

The orientation program also dealt with methods of teaching, development of lesson plans, use of textbooks and other learning materials and monitoring and supervision of literacy and continuing education classes. The training was conducted in a  participatory approach. The trainees were given knowledge and competency to prepare local curriculum and to train local instructors .

Early Childhood Teacher’s Training
NRC-NFE /CEFA has organized early childhood teachers’ training workshop on 1997 . The Training highlighted the national early childhood education curriculum, childhood growth and development, (ECD) classroom management and teaching learning activities.

Capacity Building of Local NGOs

The NGOs play a very significant role in the promotion and strengthening of non-formal education programs in Nepal. With the exception of International NGOs and some National NGOs, many local NGOs in different parts of Nepal do not have adequate competencies to plan and manage literacy and NFE Programs. Therefore, the NGOs have been demanding training courses to enhance their capabilities.

To conduct any training program, it is necessary to understand the capacity building needs of NGOs. Therefore, NRC-NFE/CEFA conducted a nation wide survey of capacities of NGOs all over the country. The survey was carried out by a group of National NGOs jointly. The partner NGOs  are  National Resource Cener for Non Formal Education (NRC-NFE), Center for Educational for All (CEFA), Center for Educational Research, innovation and Development (CERID), the World Education (WE),  Socio- Economic welfare Action for women in Nepal (SEWA) and Innovation Forum for Community Development (IFCD).

A national team consisting of representatives of the partner NGOs worked jointly to conduct a national survey of capacity building needs of local NGOs. The survey covered four districts in the Eastern region (Siraha, Dhankuta, Ilam and Morang); seven districts in the Central Region (Lalitpur, Kathmandu, Bhaktapur, Kabre, Parsa, Dhanusha, and Chitwan); six districts in the Western Region ( Gorkha, Kaski, Baglung, Tanahu, Nawalparasi and Parbat), three districts in Mid-Western Region, (Bardia, Banke and Dang), four districts in Far-Western Region (Kailali, Bajang, Kanchanpur and Jumla)      covering a total of about seventy local NGOs all over the country.

After the survey, the training needs were analyzed and scrutinized with the input of the NGO representatives. Finally the survey revealed that the NGOs wanted capacity building in following areas:

1. Mobilization of People and Local Resources
2. Planning and Management of Plans and Projects including Finance
3. Technical Resource Development and Implementation

Based on the survey findings, NRC-NFE/CEFA has developed the following three Training Manuals and conducted a series of training workshops for local NGO personnel.
