Definition of a Literate Person

A literate is a person who has obtained literacy skills: reading, writing and counting in his/her native language and who is able to improve own his/her education independently.

In other words, a literate person would never lose the skills learned because he/she is capable enough to further improve skills and knowledge once obtained.

National Policies and Strategies
National Policies on Literacy / Non-formal Education in Latest Policy Document on Education

National Non-formal Education Development Programme (duration 1997-2004) is being implemented in Mongolia. The programme includes the following 6 directions to develop non-formal education in Mongolia.

1. To increase literacy education rate for all.
2. To improve general level of education for all.
3. To implement re-training programme.
4. To provide vocational education for all and promoting their life skills.
5. To enhance and promote creativity.
6. To contribute to the development of self learning.

Each direction should have its own specific management, content and approach.

Current Literacy / Non-formal Education Objectives /Strategies
To implement post-literacy programme and improve quality of life.
To achieve basic education through equivalency programme.
To develop distance education in non-formal education.
To use information communication technology for learning and training process.
Lessons Learned from Past Literacy Programmes and Activities
Government and Non-Government Organizations should be equally involved in the implementation of activities and coordination.
Activities should be organized and implemented, according to people's educational level, interest and potential.
Programme development action should be integrated with the formal education strategy and experience.
