| Definition of a Literate Person |

|
A literate is a person who has obtained literacy skills: reading, writing
and counting in his/her native language and who is able to improve own
his/her education independently.
In other words, a literate person would never lose the skills learned
because he/she is capable enough to further improve skills and knowledge
once obtained.

National Non-formal Education Development Programme (duration
1997-2004) is being implemented in Mongolia. The programme includes
the following 6 directions to develop non-formal education in
Mongolia.
