The overall objective of the Programme is to support existing institutions working in related fields of Education for Sustainable Development (ESD) to become a catalyst for ESD in the Asia-Pacific region.
For the first phase of the COE Programme (2006-2010), five organizations have been selected as implementing partners of the Programme.

The University of the South Pacific (USP)
Drawing on the momentum of the United Nations Decade of Education for Sustainable Development, the COE provide and support educational initiatives that lead to community empowerment, and contribute to building the capacity of institutions, civil society organizations and communities to address ESD issues.
The COE will advocate for integrating the ESD agenda into policy, programmes, curricula and practices at various levels. As part of this process COE will contribute to enhancing existing networks, forging inter-sectoral partnerships, and documenting good ESD practices.
