This publication examines how deep-rooted, widespread and persistent the problems of out-of-school children are and whether there has been a genuine national effort to combat them. The study undertakes the micro, rather than the macro view, in order to zero in on communities that have been traditionally marginalised, distanced and disadvantaged. Suggestions given deal with variety and complexity of learning needs and problems of out-of-school children deriving from domestic compulsions, penury, the need to do housework or earn as adolescents, parental indifference or ignorance, a forbidding classroom environment, unattractive and unimaginative curricula, society resistance to girls' education, etc.
