National Policies and Strategies
National Policies on Literacy / Non-formal Education in Latest Policy Document on Education
1. To increase literacy rate by 20% within 15 years from 2001 to 2015;
2. To uphold participatory approach to achieve the targets of basic education for all;
3. To provide every citizen, especially women, out-of-school children, child workers, ethnic minority in highland areas and vulnerable groups with opportunities for education throughout their whole lives.
Current Literacy / Non-formal Education Objectives /Strategies

Objectives

To ensure that NFE programmes will contribute to poverty alleviation through the increase of functional literacy and life skills among the disadvantaged group which forms 36% of the total population. The objectives intended are to be carried through NFE programmes which have three main components:

Functional Literacy
Continuing Education
Early Childhood Care and Education

Strategies

a. Functional curriculum and literacy materials.
b. Training of trainers and supervisors.
c.

Training of literacy teachers.

d. Contractual literacy teachers.
e. Incentives (NGOs, literacy teachers).
f. Material supplies to teachers and learners.
g. Linkages with child care, credit scheme, family food production, income generation programmes, etc.
h. Community Temple learning centres.
i. Library, mobile libraries, village centres.
Lessons Learned from Past Literacy Programmes and Activities
a. Literacy must be linked with skill training and community development programmes (CASI).
b. Good coordination necessary between Government agencies and Non-Governmental Organisations.
c.

There is a need for post-literacy programmes (booklets, posters, games and videotapes).
