A person is literate who can with understanding both read and write
a short simple statement on his/her every life and can calculate using
four operations (adding, subtracting, dividing and multiplying ) at
survival level.

| Lessons Learned from
Past Literacy Programmes and Activities |

Providing simple literacy to adult learners
so they know how to read and write cannot really help them
anymore. The integration of basic vocational skills into the
literacy courses helps them to improve their living conditions
and therefore motivates increased participation these learners.

Literacy is the most difficult field of educational
activities because illiterates are definitely the poorest
group and they are prone to diseases. |
| 3. |
Government institutions cannot combat illiteracy
alone. They must have support from all sectors of society
in order to establish a strong regional and international
network to fight it effectively.
